Stephen Burgess

I joined the Royal Air Force in 1980 and served as an infantry soldier in the RAF Regiment until 1989.

In 1990 I joined Lancashire Police and served in a number of areas until 2003 when I joined the Collision Investigation Unit. I received training in forensic collision investigation and reconstruction. In that role I attended, investigated and reviewed many serious and fatal collisions involving vehicles of all classes. I also carried out the post collision examination of vehicles. I retired from the Police in 2013.

Over my service I undertook many different training courses in relation to forensically examining various types of collision damaged vehicles from mopeds to heavy goods vehicles.

I have developed my experience and qualifications and I have attained the following.

  • I am a member of the Institute of Road Transport Engineers (MIRTE).
  • I am a member of the Institute of the Motor Industry (MIMI).
  • I hold vetted status on the UK Register of Expert Witnesses.

  • Attendance at court to give expert evidence.

I am fully trained in the assessment and measurement of all types of vehicle damage and the use of crush coefficients for investigative techniques to illustrate the change in velocity of vehicles during the impact phase.

I am fully aware of my obligations to the court under Part 35 of The Civil Procedure Rules.
